I honestly don't understand the purpose in making children know them: all calculators of any worth have a fraction key, all cellphones of any worth have a calculator and 90% of everyone has a cell phone.
Although what my 8th grade math teacher said about fractions that really made them click for me was this: The bar in-between the top and bottom number actually translates to "top number divided by bottom number" (he was very good about translating Mathese into English for things like that.)
